Colorado: NRA-Backed Bill to End Duplicative State Background Checks Dies in the Historically Anti-Gun State Senate

On April 23, House Bill 1048 had its hearing in the Senate State, Veterans and Military Affairs Committee and was postponed indefinitely by a 3 to 2 vote, effectively killing this bill for this year.  HB 1048, introduced by state Representative Mark Waller (R-15), would eliminate the duplicative state-run Colorado Bureau of Investigation (CBI) InstaCheck system for the purchase of firearms and solely utilize the existing National Instant Criminal Background Check System (NICS). 

Senate President Brandon Shaffer (D-17) ignored the wishes of the thousands of NRA members who called the state capitol in support of a fair hearing for HB 1048.  Instead, he assigned this bill to the Senate State, Veterans and Military Affairs Committee – which has become known as the “kill committee” for all pro-Second Amendment legislation.  HB 1048 was the second NRA-backed bill to be effectively killed in this committee this session, as HB 1064 was indefinitely postponed on March 5.

As you know, this year is an election year, and state Senators across Colorado stand for reelection.  When an incumbent state Senate candidate asks for your vote between now and November, ask them what they did specifically since the last election to advance your gun rights.  The honest answer is, collectively, not much.

With positive pro-gun legislation introduced and passed in the Colorado House of Representatives, the anti-gun majority in the state Senate chose to play political games with your Second Amendment rights, rather than make them a legislative priority.

Please contact your state Senator TODAY and respectfully express your extreme disappointment in their inaction on pro-gun reform legislation this year.  Be sure to ask them, if reelected, what they plan to do to ensure that this legislative stalemate is not repeated in the future.  Contact information for your state Senator can be found here.
