South Dakota: Carry Permit Legislation Signed Into Law

Earlier this week, NRA-backed bills, House Bill 1190 and House Bill 1138, were signed by Governor Dennis Daugaard (R).  HB 1190 was passed in the South Dakota House by a 66 to 1 vote, and unanimously passed in the Senate.  House Bill 1138 was unanimously passed in both the House and the Senate.

Sponsored by state Representative G. Mark Mickelson (R-13) and state Senator Arthur Rusch (R-17), HB 1190 creates a Gold Card concealed pistol permit, as well as upgrades South Dakota’s existing Enhanced permit.  Although proper ATF approval is still needed, those who are approved for a Gold Card permit will meet the minimum ATF requirements for a NICS background check exemption when purchasing a firearm.

Sponsored by state Representative Thomas Brunner (R-29), HB 1138 will extend the length of time that a permit to Carry a Concealed Pistol (CCP) is valid.  Currently, permit holders must renew their license every four years, as well as pay the associated fees in order to do so.  House Bill 1138 allows CCP holders to renew their permit every five years, thereby lowering fees imposed on South Dakotans who wish to carry a firearm for self-defense.
