North Dakota: Pro-Gun and Pro-Hunting Bills Before the House Energy and Natural Resources Committee Tomorrow

Tomorrow, three bills of importance to hunters and sportsmen will be heard before the House Energy and Natural Resources Committee at 9:00 A.M. in the Pioneer Room of the Capitol.  Please contact members of the Committee and urge them to support the following bills:

House Bill 1156: Sponsored by Representative Todd Porter (R-34), HB 1156 would create an option for applicants of the deer lottery license to donate the refund of an unsuccessful application to the Private Land Open to Sportsmen program.  The Private Land Open to Sportsmen program provides incentives for landowners to allow public access for hunters. 

House Bill 1196: Sponsored by Representative Peter Silbernagel (R-22), HB 1196 would offer reduced-cost hunting and fishing licenses to resident current and retired National Guard members.

House Bill 1224: Sponsored by Representative Vernon Laning (R-8), HB 1224 would increase the number of seven-day hunting periods allowed to nonresident waterfowl hunters from two to three in a specific zone during each period. 

Common barriers for many hunters include access to land, the overall cost associated with hunting and finding enough time to pursue the sport.  The bills above tackle these issues head on in an attempt to ensure that anyone who has a desire to hunt can do so.  Please let members of the House Energy and Natural Resources Committee know that you support these important measures and encourage them to give a do-pass recommendation for HB 1156, HB 1196 and HB 1224.

Also up for a hearing tomorrow before the House Energy and Natural Resources Committee is House Bill 1241.  Sponsored by Representative Roscoe Streyle (R-3), HB 1241 is an omnibus bill that contains many pro-gun reforms including:

  • Expanding your right to carry in more public areas
  • Protecting your privacy by prohibiting medical or healthcare providers from asking questions about gun ownership
  • Requiring Chief Law Enforcement Officers (CLEOs) to sign off on documents needed to obtain National Firearms Act items in a timely fashion
