West Virginia: URGENT Action Needed on Permitless Carry

Yesterday, the West Virginia Senate overwhelmingly passed House Bill 4145, important legislation that would recognize a law-abiding adult's fundamental right to carry a concealed weapon for self-defense without government-mandated taxes and permitting.

Your immediate action is needed to ensure HB 4145 becomes law. Please click the “Take Action” button below to contact your Delegate and urge them to OPPOSE any attempt to send HB 4145 to Conference Committee.

A vote in support of sending HB 4145 to Conference Committee is a vote AGAINST your Right to Carry. If the House of Delegates votes to CONCUR on HB 4145 it will be sent to Governor Tomblin.

There is a contingent within the House of Delegates that is intent on killing this important legislation. Intending to use the same type of procedural maneuvering that has become all too common in today's politics, these individuals are going to recommend that HB 4145 be sent to conference committee.  If HB 4145 is sent to conference committee, it’s likely the legislation will not pass this year.  Contact your Delegate immediately and respectfully urge him or her to OPPOSE sending this important legislation to Conference Committee. 

Once again, if the House of Delegates votes to CONCUR on HB 4145 it will be transmitted to Governor Tomblin. If the legislature sends it to Conference Committee, it will likely stall in committee and not pass this year.

As previously reportedthis legislation will recognize a law-abiding adult’s unconditional Right to Keep and Bear Arms for self-defense in the manner he or she chooses.  HB 4145, sponsored by Delegate Saira Blair (R-Berkeley), recognizes that self-defense situations are difficult, if not impossible, to anticipate.  Accordingly, a law-abiding adult’s right to defend himself or herself in such situations should not be conditioned by government-mandated time delays and taxes.  HB 4145 also creates a new provisional concealed weapon licensing process by which law-abiding, trained 18-21 year olds may exercise their fundamental right to self-defense.  It is already lawful to open carry a firearm in the state of West Virginia without government-mandated permitting, training and taxes.  West Virginians should not be penalized for the method they feel most comfortable defending themselves.
