California: “Shall Issue” Legislation to be Heard Tuesday, April 4

On Tuesday, April 4, Assembly Bill 757 and Assembly Bill 521 will be heard in their respective committees. It’s critical that you show your support for the bills by either attending the hearings in person and/or contacting members of the committee by using the take action button below. 

Assembly Bill 757 sponsored by Melissa Melendez (R-67), also known as the “shall-issue” bill, addresses the inequitable nature of California’s current concealed carry law.  Current law outlines a number of requirements for the issuance of a concealed carry license including the existence of “good cause.” This critical requirement is left undefined, leaving discretion for the issuing authority to determine whether a license “may” be issued. This lack of definition has allowed issuing authorities to discriminate against many applicants or use the licensing process to favor certain individuals rather than issue licenses in an equitable and consistent manner.  AB 757 would resolve this issue by defining “good cause” and stating that the issuing authority “shall” issue a license if the outlined criteria is met.

Assembly Bill 521 sponsored by Jim Frazier (D-11) would reduce California’s high-priced resident elk permit from $450 to $67, the average cost of resident elk tags issued in Arizona, Idaho, Montana, Nevada, Oregon, Utah, and Wyoming.  

Hunters play a critical role in conservation efforts and wildlife management. Unfortunately over the past 20 years, California has seen a steady decline in participation, with high costs pricing out many new hunters. This bill would help generate participation and encourage the next generation of sportsman by reducing the cost barrier and recognizing the vital role that the hunter conservationist plays in wildlife management.

On Wednesday April 5, anti-gun bills Assembly Bill 7 and Assembly Bill 424 will be considered by the Assembly Appropriations committee. 

Assembly Bill 7 sponsored by Jim Gibson (D-64) would prohibit the carrying of an unloaded firearm other than a handgun while in or upon a public place or public street within a prohibited area located within the unincorporated area of a county.  

Assembly Bill 424 sponsored by Kevin McCarty (D-7) would remove the ability of a school district superintendent, his or her designee, or equivalent school authority to provide written permission allowing a person to possess a firearm within a school zone.
