Yesterday, the Pennsylvania the State Senate passed an amended version of Senate Bill 383 with a 28-22 vote.
SB 383 would eliminate the ambiguity of the law and allow school staff to lawfully carry firearms on school property after receiving authorization from the school board of directors. Requirements for school staff to lawfully carry firearms on school property include presenting a license to carry concealed to the school board of directors, meeting certain firearm training requirements, and approval from an evaluating psychologist. The psychologist must rule that the individual is capable of exercising appropriate judgement as they will be authorized to possess a firearm within a school and on the grounds of a school.
In addition, SB 383 would not mandate that schools participate; however, it gives school boards across the Keystone State the ability to establish policies and certain protocols to allow staff to carry concealed firearms. Allowing this option for Pennsylvania schools, especially those in rural areas, will provide a quick response to violent acts thereby improving the safety and security of our children, teachers and school staff.
Unfortunately, with the addition of Senator Street’s amendment, the National Rifle Association can no longer support this legislation.
SB 383 now moves to the Pennsylvania House of Representatives where it awaits committee assignment and further consideration.
