Today, the House Judiciary Committee passed House Bill 312 by a 9 to 0 vote. HB 312 now heads to the House floor where it will await full consideration.
Under existing law, a provisional CFP expires when the holder turns 21. However, the person cannot apply for a regular permit until he or she actually turns 21, and then must wait for the application to be approved and the permit to be issued. The current gap in time could potentially be up to 60 days between expiration of the provisional CFP and issuance of the regular CFP. House Bill 312 was introduced to fix that issue.
