Missouri: Updates on Pro-Gun and Anti-Gun Legislation

Several pro- and anti-gun bills were recently assigned to committees, while others are still pending committee assignments.  It is important that you continue to contact your state Senator and state Representative and urge them to support the pro-gun bills and oppose the anti-gun bills!

Pro-Gun: 

House Bill 1865, sponsored by state Representative Justin Hill (R-108), specifies that lawful owners of firearms may transport or store the firearms in locked, privately-owned motor vehicles.  HB 1865 has been assigned to the House General Laws Committee.

House Bill 1937, sponsored by state Representative Jered Taylor (R-139), prohibits political subdivisions from regulating the open carry of firearms.  HB 1937 has been assigned to the House Rules-Legislative Oversight Committee.

Anti-Gun:

House Bill 1242, sponsored by state Representative Richard Brown (D-27), creates an offense of knowingly possessing, manufacturing, transporting, repairing, or selling a bump stock or trigger crank.  HB 1242 is waiting to be assigned to a committee.

House Bill 1281, sponsored by state Representative Dough Beck (D-92), modifies the offenses of unlawful transfer of weapons and unlawful possession of a firearm.  HB 1281 is waiting to be assigned to a committee.

House Bill 1340, sponsored by state Representative Stacey Newman (D-87), establishes extreme risk protection orders and “gun violence” seizure warrants, and prohibits certain persons involved in domestic violence from possessing a firearm.  HB 1340 is waiting to be assigned to a committee.

House Bill 1341, sponsored by state Representative Stacey Newman (D-87), requires that all sales or transfers of firearms be processed through a licensed firearms dealer.  HB 1341 is waiting to be assigned to a committee.

House Bill 1342, sponsored by state Representative Stacey Newman (D-87), prohibits persons from selling, delivering, or transferring to a person under 18 years of age firearm ammunition or accessories.  HB 1342 is waiting to be assigned to a committee.

House Bill 1343, sponsored by state Representative Stacey Newman (D-87), specifies that a person commits the offense of endangering the welfare of a child if he or she fails to secure a firearm.  HB 1343 is waiting to be assigned to a committee.

House Bill 1563, sponsored by state Representative Stacey Newman (D-87), Establishes guidelines a person must follow to purchase a firearm in the state of Missouri and provides that certain entities selling firearms, ammunition, or accessories, or those who train individuals in firearm use, are ineligible to receive state funds or tax credits.  HB 1563 is waiting to be assigned to a committee.

House Bill 1592, sponsored by state Representative Bruce Franks Jr. (D-78), requires reporting of lost or stolen firearms.  HB 1592 is waiting to be assigned to a committee.

House Bill 1733, sponsored by state Representative Peter Merideth (D-80), repeals certain provisions relating to the stand your ground law and the constitutional carry law.  HB 1733 is waiting to be assigned to a committee.

House Bill 1849, sponsored by state Representative Tracy McCreery (D-88), applies the offense of unlawful possession of firearms to certain additional categories of individuals in possession of firearms.  HB 1849 is waiting to be assigned to a committee.

House Bill 2081, sponsored by state Representative Stacey Newman (D-87), prohibits the transfer of certain types of weapons and accessories.  HB 2081 is waiting to be assigned to a committee.

House Bill 2082, sponsored by state Representative Stacey Newman (D-87), creates provisions requiring permits to purchase firearms.  HB 2082 is waiting to be assigned to a committee.

House Bill 2167, sponsored by state Representative Tracy McCreery (D-88), prohibits certain individuals from possessing a firearm due to domestic violence and requires police officers to remove firearms at the scene of a domestic violence call.  HB 2167 is waiting to be assigned to a committee.

House Bill 2276, sponsored by state Representative Donna Lichtenegger (D-146), modifies the offense of unlawful possession of a firearm.  HB 2276 has been heard by the House General Laws Committee.

House Bill 2281, sponsored by state Representative Greg Razer (D-25), requires that all sales or transfers of firearms be processed through a licensed firearms dealer.  HB 2281 has been heard by the House General Laws Committee and failed.

House Bill 2302, sponsored by state Representative DaRon McGee (D-36), establishes Blair's Law which specifies that a person commits the crime of unlawful use of a weapon if she or she discharges a firearm within or into the limits of a municipality with criminal negligence.  HB 2302 is waiting to be assigned to a committee.

House Bill 2521, sponsored by state Representative Barbara Washington (D-23), would prohibit the carry of firearms in libraries by LTC holders.  HB 2521 is waiting to be assigned to a committee.

House Bill 2680, sponsored by state Representative Alan Green (D-67), would have the Highway Patrol create a Gun Violence Study.  HB 2680 is waiting to be assigned to a committee.

Senate Bill 635, sponsored by state Senator Maria Nadal-Chappelle (D-14), safe storage of firearm report to school if gun in house.  SB 635 has been assigned to the Transportation, Infrastructure, and Public Safety committee.

Senate Bill 656, sponsored by state Senator Scott Sifton (D-1), refers to domestic violence.  SB 635 has been assigned to the Transportation, Infrastructure, and Public Safety committee.

Senate Bill 875, sponsored by state Senator Jamila Nasheed (D-5), requires reporting of lost or stolen firearms.  SB 875 has been assigned to the Transportation, Infrastructure, and Public Safety committee.
