Missouri: Gun Bills Filed for 2020 Session

With the 2020 Missouri legislative session starting, legislators have filed pro-gun and anti-gun legislation. See below for information on some of the bills that have been introduced to date. Your NRA-ILA will keep you informed of updates regarding legislation affecting our Second Amendment rights.

Pro-Gun Legislation

Senate Bill 700, sponsored by Senator Bob Onder (R-2), would remove the prohibition on law-abiding citizens carrying firearms for self-defense on public transit. It would also allow law-abiding citizens to transport unloaded or non-functioning firearms on buses.

House Bill 1567, sponsored by Representative Hardy Billington (R-152), would ensure that gun owners may store firearms in their private vehicles when parked in an employer’s parking lot.

House Bill 1630, sponsored by Representative Dirk Deaton (R-159), would lower the age requirement to 18 for concealed carry permits.

Senate Bill 663, sponsored by Senator Eric Burlison (R-20), would modify provisions relating to the concealed carrying of firearms.

Anti-Gun Legislation

Senate Bill 543, sponsored by Senator Jamilah Nasheed (D-5), would allow for an individual’s Second Amendment rights to be suspended without due process with a “firearm restraining order” and for a search warrant to be issued for the firearms to be seized.

House Bill 1261, sponsored by Representative Richard Brown (D-27), would repeal provisions that prohibit political subdivisions from adopting orders, ordinances, or regulations relating to firearms. (Creates a patchwork of gun laws across the state).

House Bill 1391, sponsored by Representative Wiley Price (D-84), would impose criminal liability on gun owners who do not follow a one-size-fits-all requirement for storing firearms if a child gains access.

House Bill 1533, sponsored by Representative Barbara Washington (D-23), would create a felony offense for the manufacture, importation, possession, purchase, sale, or transfer of any “assault weapon” or large capacity magazine.

House Bill 1576, sponsored by Representative Judy Morgan (D-24), would set requirements for how gun owners must report lost or stolen firearms.

House Bill 1646, sponsored by Representative Kevin Windham (D-85), would establish a firearm-owner registry under the management of the Attorney General.

House Bill 1676, sponsored by Representative Ashley Bland Manlove (D-26), would require that all sales or transfers of firearms and ammunition be processed through a licensed firearms dealer.

House Bill 1856, sponsored by Representative LaKeySha Bosley (D-79), would require a state issued license to sell ammunition.
