New Hampshire: Private Transfer Ban & Waiting Period Bills Set for Committee Hearing

On January 22nd, the New Hampshire House Criminal Justice and Public Safety Committee will hold public hearings on House Bill 1379-FN and House Bill 1101-FN, sponsored by Representative Rogers (D-Merrimack 28), at 1:00 PM in Rooms 210-211 of the Legislative Office Building.

NRA members and Second Amendment supporters are encouraged to attend these hearings to express opposition to these gun control bills. If you are unable to attend, please contact committee members and urge them to OPPOSE House Bill 1379-FN and House Bill 1101-FN.


House Bill 1379-FN would essentially ban the private transfer of firearms, with limited exemptions. This bill would require private individuals to pay for background checks through Federal Firearm Licensed (FFL) Dealers and obtain government permission before selling, gifting, or exchanging their firearms with friends, neighbors, fellow hunters, or extended family members. This type of law unduly burdens law-abiding citizens, would be ignored by criminals, and is unenforceable without gun registration.

House Bill 1101-FN would delay Second Amendment rights by imposing a three day waiting period (excluding weekends and legal holidays) before an individual may receive a firearm that they lawfully purchase, with limited exemptions. There is no evidence that waiting periods are effective. However, even more troubling, this legislation would jeopardize vulnerable individuals seeking a firearm for self-defense, as it would require a three working day delay where they and their loved ones are left defenseless.
