Connecticut lawmakers are wasting little time going after lawful gun owners in 2023. The first salvo of the year begins with H.5653. The bill is scheduled for a hearing before the Finance, Revenue and Bonding Committee on Wednesday, February 22nd.
H.5653 creates an excise tax on ammunition that will involve a 2 cent-per-round levy on ammunition .22 caliber and lower. All other ammunition will be subject to a five cent-per-round tax. In an economy where everything costs more because of crippling inflation, this tax will be painful and ultimately discourage training and safe firearm handling. It will do nothing to impact criminals.
Ammunition is already heavily taxed. In addition to Connecticut sales tax, a 11 percent federal excise tax is charged on ammunition purchases. This legislation is punitive and does nothing to improve public safety. As the saying goes, “the power to tax is the power to destroy,” and it is abundantly clear that is what this bill is designed to do.
