Oregon: Senate Judiciary Committee Holding Vote on Implementing Measure 114 Provisions

Update: On April 3rd, the Committee held over SB 348 for reconsideration on April 4th at 1:00PM. 

On Monday, April 3rd, at 1:00PM, the Senate Committee on Judiciary will hold a work session and vote on Senate Bill 348, to legislatively implement the provisions of Measure 114, which is currently paused while NRA-backed litigation works its way through the courts, and other gun control measures as well. Last Friday night, the committee posted the 64 page long -1 amendment and scheduled it for a hearing this past Monday. Proponents of SB 348, the same ones who pushed Measure 114, testified that they have been working on this bill for months with a “diverse” group of stakeholders, which conveniently did not include NRA. While anti-gun groups and lawmakers had months to prepare, NRA had less than one business day to prepare. Nonetheless, NRA was present to testify in opposition.

Senate Bill 348, as amended, goes above and beyond the provisions of Measure 114. It bans magazines with a capacity of greater than ten rounds of ammunition possessed after a retroactive date, requires citizens to take mandatory training and pay fees that are higher than what was in Measure 114, to get a permit in order to access their right to acquire a firearm, maintains a state registry of gun owners, discriminates against adults aged 18-20 by denying them Second Amendment rights, and increases arbitrary delays before citizens can exercise their rights. In addition to the NRA-backed lawsuit against Measure 114, there are other lawsuits currently active around the country challenging similar measures.
