Louisiana: Legislature Ends 2024 Regular Session After Passing Numerous Pro-Second Amendment Bills

Last night, the Louisiana Legislature adjourned sine die from its 2024 Regular Session that saw the passage of numerous NRA-backed bills and the defeat of several attacks on your Second Amendment rights. Thanks to your constant contact with lawmakers, the prioritization of key bills by Senate President Cameron Henry and House Speaker Phillip DeVillier, and the support of pro-Second Amendment legislators, we saw unprecedented movement this year to restore our rights and demonstrate that the Pelican State is committed to the fight to protect and preserve our firearm freedoms. Your NRA-ILA is proud to have played a significant role in these successes. 

The Louisiana Senate and House passed the following key pro-gun measures:

Senate Bill 152, by Sen. Blake Miguez & Rep. Beau Beaullieu, makes technical clarifications to existing statutes, providing consistency throughout state law as it pertains to carrying a concealed firearm. This bill has been signed into law by Governor Landry! 

Senate Bill 194, by Sen. Blake Miguez & Rep. Neil Riser, enhances and strengthens Louisiana's existing firearm preemption laws. SB 194 expands the types of behavior political subdivisions are generally prohibited from regulating, provides standing for both individuals and organizations to seek declaratory and injunctive relief when political subdivisions are in violation, and requires political subdivisions to repeal any offending ordinances or regulations within six months of the bill's enactment. This bill has been signed into law by Governor Landry! 

Senate Bill 214, by Sen. Blake Miguez, will create a uniform set of laws pertaining to the carrying of concealed firearms in dining establishments, ensuring law-abiding citizens have the right to defend themselves and their families. This bill has been signed into law by Governor Landry! 

Senate Bill 234, by Sen. Blake Miguez & Rep. Troy Romero, a bill to adopt the FIND Act at the state level, recently passed the Senate. SB 234 discourages companies, including banks, payment processors, insurers, and other financial services providers, from discriminating against members of the firearm and ammunition industries. This legislation prohibits businesses that engage in this practice from contracting with governmental entities in the Pelican State. Taxpayer dollars should not be used to benefit the bottom line of corporations that are actively working to erode the Second Amendment rights of law-abiding Louisianans. This bill has been sent to Governor Landry for his signature!

Senate Bill 301, by Sen. Blake Miguez & Rep. Troy Romero, a bill prohibiting payment processors from using firearm/ammunition-specific merchant category codes, recently passed the Senate. This is an important protection for gun owners, preventing abuse of private purchasing information by third parties. This bill has been sent to Governor Landry for his signature! 

House Bill 819, by Rep. Lauren Ventrella & Sen. Jay Morris, provides that the state shall have the burden of proof in any criminal proceeding in which the justification of self-defense is raised. This bill has been sent to Governor Landry for his signature!
