H674 seeks to enhance law-abiding gun owners’ right to self-defense by creating a lifetime concealed carry permit for North Carolinians. Self-defense is a fundamental right, and a law-abiding adult’s decision to defend themselves should not be subject to government-mandated timelines, paperwork, and delays when renewing their concealed handgun permit (CHP). H674 does not change the current CHP permitting process, it simply eliminates the requirement that individuals renew their CHP every five years.
Additionally, last week House Bill 193 (H193) passed the House and was sent to the Senate for further consideration.
H193 allows those with a valid concealed handgun permit, or those exempt from obtaining a permit, to possess or carry a handgun on educational property owned, used, or operated by a private school, with permission from the persons in legal possession or control of the property. This ensures that decisions involving security are left up to private property owners, rather than the government mandating a one-size-fits-all solution. Further, it also adds new protections for relocated law enforcement shooting ranges.
