In a last-minute addition, the Joint Ways & Means Committee has added House Bill 3076, placing further restrictions on firearms dealers, to the 4pm work session which also includes Senate Bill 243, the gun control omnibus package. SB 243 is an omnibus gun-control bill that includes elements of other pending anti-gun legislation, including: SB 696, creating the crime of unlawful transport, manufacture, or transfer of a "rapid-fire activator;" SB 698, gun-free zone expansion; and HB 3075, which implements portions of Ballot Measure 114 through legislative action.
HB 3076 will impose significant restrictions and penalties on federal firearm licensees, including 24-hour video surveillance, even for home-based FFLs. Firearms dealers are already highly regulated by both state and federal law. This legislation is nothing more than a push by anti-gun proponents to further increase the cost and potential liabilities for operating a lawful business.
