HB 609 radically strengthens New Hampshire's preemption laws. Under current law, political subdivisions, like cities and municipalities, are prevented from passing local laws and policies that impact your Second Amendment rights and in turn create a confusing patchwork of laws. Under HB 609, that scheme would be extended to state agencies, preventing those agencies from creating their own policies with no statutory authority, and HB 609 would meaningfully narrow the scope of agency authority to implement rules and regulations without clear and specific statutory authorization.
HB 1279 clarifies the state's self-defense laws to protect the right to use appropriate force to defend others, where NH law currently creates inconsistencies on how that affirmative defense could be raised on one's property.
HB 1365 strengthens privacy protections for applicants for a state license to carry a pistol or revolver by removing all information from the application form that isn't germane to conducting a background check. It would remove any requirement to provide character references, employment information, and personal medical or mental health records.
