The last time Congress passed a campaign-finance reform, in the 1970s, we wrote at the time that the law "will probably act like the Frankenstein`s monster it truly is. It will be awfully hard to kill, and the more you wound it, the more havoc it will create." So we take it as a familiar bad sign that some of today`s reformers are already distancing themselves from this bill. Mr. McCain has said another reform will be needed after this one. And the U.S. Public Interest Research Group, the nerve center of Naderism, wrote a letter last week to Senator Mitch McConnell all but repudiating this reform. Imagine how they`ll all feel when the Supreme Court gets done with it.
