Omnibus Pro-Gun Bill Heard in North Carolina House Subcommittee

On Wednesday, May 17, the House Judiciary Subcommittee C held a hearing on House Bill

650, the Omnibus Gun bill introduced by state Representative Mark Hilton (R-96).  The subcommittee approved a Proposed Committee Substitute (PCS) for the bill, which greatly expands the bill’s scope. 

 

Originally, the legislation was predominantly focused on making a number of improvements to the Right-to-Carry (RTC) law, as well as improving the firearm preemption statute that prevents municipalities from enacting gun control laws more onerous than what has been passed by the state.  The PCS includes a number of other issues, such as Castle Doctrine language, Parking Lot language, Fraudulent Firearms Purchase Prevention language, and language to ensure North Carolina residents are not prohibited by state law from purchasing long guns in states that do not border North Carolina.  Because of the broad scope of the legislation, the subcommittee only had time to briefly discuss the areas covered by the bill, and ask a few questions, before the hearing was over.  We anticipate this bill will be considered in the near future, and we will be sure to update you on any significant developments.
