NRA-Backed Omnibus Pro-Gun Bill Scheduled to be Heard in North Carolina House Subcommittee

On May 25, the House Judiciary Subcommittee C held another hearing on House Bill 650, the NRA–backed omnibus bill introduced by state Representative Mark Hilton (R-96), though no vote was taken.  The NRA was present at the hearing to testify in support of this bill, and will continue to work with the bill sponsor and subcommittee members to finalize the language and amendments so that this bill may pass in this subcommittee.  HB 650 is scheduled to be heard by the subcommittee again on Wednesday, June 1, and the NRA will be in Raleigh at that time to support this legislation.

Originally, HB 650 was predominantly focused on making a number of improvements to the Right-to-Carry (RTC) law, as well as improving the firearm preemption statute that prevents municipalities from enacting gun control laws more onerous than what has been passed by the state.  A Proposed Committee Substitute (PCS) for the bill was approved by the subcommittee at a previous hearing, which greatly expanded the bill’s scope.  The PCS includes a number of other issues, such as Castle Doctrine language, Parking Lot language, Fraudulent Firearms Purchase Prevention language, and language to ensure North Carolina residents are not prohibited by state law from purchasing long guns in states that do not border North Carolina.  The NRA will continue to work with leadership in both the state House and Senate to ensure that we are able to pass strong pro-gun reforms this year.
