Kansas: Legislature Adjourns Sine Die from 2025 Session

On Friday, April 11th, the Kansas Legislature finished the veto session and adjourned sine die from the 2025 legislative session. This session saw great victories for Second Amendment rights in Kansas. NRA thanks lead sponsors Senator Owens and Representative Howell, all legislators who ensured these bills advanced, and all NRA members and fellow Second Amendment advocates who engaged with their legislators this session.

SB 137, introduced by Senator Owens, authorizes the state to sell seized and forfeited firearms to FFL dealers for resale. Governor Kelly signed SB 137 into law on April 7th.

HB 2052, introduced by Representative Howell, allows individuals to update their provisional license to a standard license upon reaching the age of 21. Under current law, these individuals are ineligible to transition to a standard concealed carry license upon turning 21 until their four-year provisional license expires. Governor Kelly signed SB 137 into law on April 7th.

Additionally, this session SCR 1611 passed the legislature and will be on the primary ballot during the next election. SCR 1611 lets the citizens of Kansas vote on state Supreme Court nominees, instead of nominees being chosen by the nominating commission and the Governor.

Two other firearm proposals that were considered this session and will remain eligible for consideration next legislative session are HB 2104, establishing grade-appropriate curriculum guidelines to teach firearm safety to students, and HCR 5006, proposing an amendment codifying that restrictions to arms, ammunition or covered accessories would be subject to strict scrutiny.
