This week’s “Gun Day” was postponed by the House Administration of Criminal Justice Committee and could be rescheduled as early as next week. Multiple firearm-related bills could be heard, including three important pro-gun bills HB 393, HB 407, and SB 101- as well as anti-gun HB 220. Additionally, the Senate Judiciary C Committee could hear anti-gun SB 211, a "red flag" measure that grants the government the authority to confiscate a person's firearms based on mere speculation and hearsay evidence. Bills Eligible for Hearings in the House Administration of Criminal Justice Committee
Pro-Gun:
HB 393, authored by Rep. Dennis Bamburg, clarifies current law by recognizing the rights of bystanders or spectators to carry a concealed handgun at a parade or demonstration.
HB 407, authored by Rep. Lauren Ventrella, allows non-residents to apply for and obtain a Louisiana Concealed Handgun Permit.
SB 101, authored by Sen. Blake Miguez, ensures constitutional carriers and out-of-state concealed carry permit holders who have reciprocity with Louisiana can carry firearms in more areas across the state by eliminating some gun-free zones.
Anti-Gun:
HB 220 creates the crime of improper storage of a firearm. It explicitly targets gun owners for negligent conduct already addressed by existing law. This legislation seeks to treat firearms and gun ownership differently than other potentially dangerous conduct.

Bill Eligible for a Hearing in the Senate Judiciary C Committee
SB 211 is a "red flag" measure that grants the government the authority to confiscate a person's firearms and deny their Second Amendment rights based on third-party allegations. The NRA opposes these gun confiscation orders and believes “red flag” laws are unconstitutional.

Also, the House Civil Law & Procedure Committee voted this week to advance HB 289, which enhances and strengthens protections for the state’s firearm and ammunition industry members. It now heads to the House floor for a vote, which could occur next week.
HB 289, authored by Rep. Dewith Carrier, is a pro-Protection of Lawful Commerce in Arms Act (PLCAA) bill that further protects the firearm and ammunition industry from being held responsible for the third-party misuse of products they manufacture or sell.
