Louisiana: House Defeats Anti-Gun Bill, Passes Two Pro-Gun Bills

Yesterday, the House voted on three bills: it defeated one anti-gun bill, HB 220, and passed two pro-gun bills, HB 393 and HB 407. The pro-gun bills now move to the Senate for further consideration. The Senate currently has three pro-gun bills—HB 289, HB 393, and HB 407—eligible for a committee hearing. Pro-Gun:

HB 289, authored by Rep. Dewith Carrier, is a pro-Protection of Lawful Commerce in Arms Act (PLCAA) bill that further protects the firearm and ammunition industry from being held responsible for the third-party misuse of products they manufacture or sell. The bill was referred to the Senate Judiciary C Committee and could be heard next week.

HB 393, authored by Rep. Dennis Bamburg, clarifies the present law recognizing the rights of a bystander or spectator to carry a concealed handgun at a parade or demonstration. The bill passed the House by a vote of 73-16 and advances to the Senate for an additional policy committee hearing.

HB 407, authored by Rep. Lauren Ventrella, allows non-residents to apply for and obtain a Louisiana Concealed Handgun Permit. The bill passed the House by a vote of 71-16 and advances to the Senate for an additional policy committee hearing.

Anti-Gun:

HB 220 creates the crime of improper storage of a firearm, imposing a one size fits all mandate on firearm storage. While the NRA advocates for the safe and responsible use of firearms, government mandates without consideration for individual circumstances and needs are not the solution. The bill failed House final passage by a vote of 39-46.

Update on Other Pro-Gun Legislation:

SB 101, authored by Sen. Blake Miguez, eliminates some gun-free zones to ensure constitutional carriers and out-of-state concealed carry permit holders who have reciprocity with Louisiana can carry firearms in more areas across the state. The bill is eligible for a House floor vote next week.
