House Annual Appropriations Process Update

As the House Appropriations Committee is putting together legislation to fund the government, NRA-ILA has worked closely with policy makers to ensure several long-standing priorities for gun owners were included in the underlying bills.

The Military Construction, Veterans Affairs, and Related Agencies bill includes a prohibition on the use of funds to allow the Department of Veterans Affairs from transmitting a veteran to the National Instant Criminal Background Check System (NICS) solely on the basis that such veteran has been appointed a fiduciary to manage their benefits. This legislation passed the House on June 25, 2025.

The Interior, Environment, and Related Agencies bill includes a prohibition of funds for the Environmental Protection Agency (EPA) to regulate the lead content of ammunition, ammunition components, or fishing tackle under the Toxic Substances Control Act. It also includes a provision to protect recreational activities and access on public lands administered by the Bureau of Land Management and the Forest Service. This legislation is scheduled for a subcommittee markup on July 15, 2025.

The Commerce, Justice, Science, and Related Agencies bill includes a prohibition on the use of funds to impose a ban on imported shotguns, a prohibition on the use of any funds to maintain any record on multiple rifle or shotgun sales to an individual, a prohibition on the use of funds to arbitrarily deny importation of qualifying curio and relic firearms, and a prohibition on the use of funds to require an export license for small firearms parts valued at less than $500 for export to Canada. This legislation is scheduled for a subcommittee markup on July 15, 2025.

The Defense bill includes a prohibition on the use of funds to destroy surplus firearms or spent brass. This legislation was approved by the House Appropriations Committee on June 12, 2025, and is awaiting a vote on the House floor.

The Energy and Water Development and Related Agencies bill includes a prohibition on the use of funds to implement or enforce regulations that prevent the carrying of firearms on property managed by the Army Corps of Engineers. This legislation is scheduled for a subcommittee markup on July 14, 2025.

The National Security, Department of State, and Related Programs bill includes a prohibition on the use of funds to implement the United Nations Arms Trade Treaty. This legislation is scheduled for a subcommittee markup on July 15, 2025.

NRA-ILA will continue to work with both the House and Senate to ensure these NRA backed priorities remain in the appropriations bills so President Trump can sign them into law and uphold the rights of gun owners.
