Earlier this week, Senator Mike Lee (R-UT) introduced S. 4013, the National Constitutional Carry Act. This legislation would prohibit states from imposing any criminal or civil penalty on U.S. citizens for carrying a firearm in public.
This bill is nearly identical to a piece of legislation introduced by Representative Thomas Massie (R-KY-04) on January 23, 2025. In addition to preventing states from restricting law-abiding Americans who are eligible to possess firearms under state and federal law from carrying firearms in public, these bills would also prevent them from imposing financial or other burdens meant to discourage the exercise of Second Amendment rights.
NRA-ILA has led the effort to codify Constitutional Carry in state houses around the country. To date, 29 states have passed Constitutional Carry into law, with several others considering legislation to expand that number and NRA-ILA is supportive of this legislation on the federal level as well
