Today, a joint committee of conference issued its final report on H.B. 609, a bill that radically strengthens the firearms preemption law to ensure consistency across the Granite State. This is a critical measure to protect the rights of law-abiding people in New Hampshire and is scheduled for floor votes in both chambers on June 4th. H.B. 609 provides comprehensive reforms to ensure consistency in firearms laws by:
- Expanding state preemption to cover all defensive tools, not just firearms
- Preventing cities, towns, and other political subdivisions from enacting local rules affecting the right to keep and bear arms and creates a clear pathway for people to sue those subdivisions if they violate the state preemption law for both declaratory and injunctive relief and monetary damages, including attorney’s fees.
- Preventing any state agency from enacting internal policies affecting the individual right to keep and bear arms.
- Preventing any state agency from enacting rules affecting these rights unless expressly authorized by statutes passed in the legislature.
- Terminating all existing policies and rules that are not compliant with the new law.
