Representatives Bonnie Watson Coleman (D-NJ-12) and several Democratic cosponsors have reintroduced the Help Empower Americans to Respond (HEAR) Act. This legislation would ban the importation, sale, manufacturing, transfer, and possession of firearm suppressors nationwide.
This bill is an unconstitutional attack on the Second Amendment rights of law-abiding gun owners by outlawing a valuable hearing protection device.
Suppressors protect the hearing of hunters, sport shooters, and firearms instructors by dramatically reducing the decibel level of gunfire that can cause permanent hearing damage and allows ranges to operate with far less disturbance to surrounding communities. These clear safety and practical benefits directly contradict the claims made by anti-gun politicians that suppressors have “no legal application.”
Last year, NRA-ILA worked tirelessly to pass the One Big Beautiful Bill Act which eased suppressor regulation. However, the HEAR Act would completely reverse that progress by imposing a total ban on the importation, sale, manufacturing, transfer, and possession of suppressors, affecting the millions of Americans who legally own them today.
Banning suppressors would do nothing to stop criminals but would punish law abiding citizens and reverse recent pro-Second Amendment progress. The goal of this anti-gun legislation is clear: to limit access to firearms and accessories that make lawful ownership safer. Anti-gun politicians will stop at nothing to infringe on our constitutional rights.
This legislation is yet another reminder of why maintaining a strong pro-gun majority in Congress is so important.
NRA-ILA will continue to monitor this bill and fight vigorously to protect the rights of every American gun owner.
