Federal Appropriations: Pro-Gun Language Restored
This week, President Biden signed into law a massive spending bill that funds the government through the end of the year, and, once again, NRA-ILA was successful in working on Capitol Hill to keep anti-gun members of Congress from eliminating pro-gun riders such as the Tiahrt amendment on releasing trace data and the Dickey amendment prohibiting the Centers for Disease Control (CDC) from advocating for gun control. The extensive work covered hearings, bill markups and votes in committee and on the floor to keep these provisions from being stripped. NRA-ILA was also effective in engaging the Senate to restore longstanding pro-gun language that was stripped in the House versions of the appropriations bills. This has been lauded as a huge win in protecting the Second Amendment in a Democrat-controlled Congress.

Democratic Administrations Flip-Flop-Flip on Gun Dealer Licensing
Recent Democratic presidential administrations have been all over the place when it comes to gun dealer licensing. In the early 1990s, President Bill Clinton went to great efforts to eliminate as many Federal Firearms Licensees (FFLs or gun dealers) as he could. President Barack Obama reversed course and demanded that those marginally “engaged in the business” of gun selling acquire an FFL. Now President Joe Biden’s administration has the government running the Clinton playbook again – operating a “zero tolerance” policy that is shuttering FFLs over trivial violations. This sort of schizophrenic policy-making could give the impression that this “strategy” has been motivated by anti-gun politics rather than concerns about violent crime.

“We support the Second Amendment. If you own a gun, keep that gun. Nobody wants to take it away from you – at least I don’t want to do that.” That’s what Robert Francis “Beto” O’Rourke told voters in an April 2018 radio interview, when he was running against Republican Ted Cruz in the Senate election in Texas. Asked specifically about AR-15s (“I own an AR-15. A lot of our listeners out there own AR-15s. Why should they not have one?”) Beto responded (at the 0:24 mark), “To be clear, they should have them. If you purchased that AR-15, if you own it, keep it. Continue to use it responsibly.”

Congress Passes FY22 Appropriations Package with VAWA Reauthorization
Today, President Biden signed the Fiscal Year 2022 Consolidated Appropriations Act into law, a nearly 3000-page bill that funds all government programs. Included in the large bill was a reauthorization of the Violence Against Women’s Act (VAWA). VAWA is a law that focuses on, among others, domestic violence and sexual assault survivor programs. Originally passed in 1994, and typically reauthorized every five years thereafter with bipartisan support, the law expired in 2019.
