Two More Anti-Gun Bills and One Pro-Gun Bill Introduced in Maryland

As the legislative session continues in Annapolis, three new Second Amendment-related bills were introduced today. Pro-gun bill HB 343, as well as anti-gun bill HB 330, were introduced and assigned to the House Judiciary Committee for consideration.  At this time though, no hearing has been scheduled for either bill.  Another anti-gun bill, SB 311 was also introduced and is currently scheduled to be heard in the Senate Judicial Proceedings Committee next Thursday, February 10.

House Bill 343, sponsored by Delegate Impallaria (R-7), would repeal the requirement by the Secretary of the State Police, that an applicant for a concealed carry permit show good and substantial reason to be issued a concealed carry permit.

House Bill 330, sponsored by Delegate Gutierrez (D-18), would make it illegal for anyone to manufacture, sell, offer to sell, purchase, receive or transfer any detachable magazine with a capacity of more than ten rounds, except for .22 caliber firearms. Any violation and conviction would result in a punishment not to exceed three years and a fine not to exceed $5,000 or both.

Senate Bill 311, sponsored by state Senator Madelano (D-18), would prohibit the carrying or possession of firearms, knives, and deadly weapons on the property of public institutions of higher education. The legislation includes limited exceptions for law enforcement officers, a person hired for the purpose of guarding the institution's property, a person engaged in shooting activity for educational purposes, or any person who has a written invitation from the president of the institution to engage in a historical demonstration.
