Virginia: Updates on Committee Action

Friday, January 25, 2013

The House Militia, Police and Public Safety Committee had its weekly meeting today to consider and vote on several bills of importance to Virginia gun owners, sportsmen and Second Amendment supporters.  The following pro-gun bills – all supported by the NRA – were reported by committee and advance to the House of Delegates for a floor vote next week:

House Bill 1582, sponsored by Delegate Mark Cole (R-88), would permit armed security guards to carry firearms on school property and prohibits the Board of Social Services from adopting any regulations that would prevent a child day center from hiring an armed security officer. (H.B. 1582 was reported by a 16-6 vote)

House Bill 2317, sponsored by Delegate Rich Anderson (R-51), is the House companion of S.B. 1363, and would provide that residency for members of the armed forces shall include both the member’s permanent duty post and the nearby state in which the member resides for the purposes of firearms purchases. (H.B. 2317 was reported by a 22-0 vote)

House Bill 2340, sponsored by Delegate Bob Marshall (R-17), would prevent any agency, political subdivision, or employee of Virginia from assisting the Federal government in any way that infringes on the individual Right to Keep and Bear Arms by imposing new restrictions on private ownership or private transfer of firearms, firearm magazines, ammunition, or components thereof.  (H.B. 2340 was reported by a 15-7 vote)

House Bill 2342, sponsored by Delegate Scott Lingamfelter (R-31), would require that the Department of State Police provide an expedited process by which Virginians who present a concealed handgun permit may receive an expedited criminal history information background check when purchasing a firearm. (H.B. 2342 was reported by an 18-4 vote)

On Monday, January 28 at 8:00 a.m., the Senate Courts of Justice Committee is expected to consider the following pro-gun bills:

Senate Bill 1299, sponsored by Senator John Edwards (D-21), would provide that certain criminal history record information and protective order registry information be made available to the federal government for the purposes of determining a person's eligibility to possess a firearm. (NRA supports)

Senate Bill 1363, sponsored by Senator Jill Vogel (R-27), would provide that residency for members of the armed forces shall include both the member’s permanent duty post and the nearby state in which the member resides for the purposes of firearms purchases. (NRA supports)

Contact members of the Senate Courts of Justice Committee and urge them to support these important bills.  Click on their names of the committee members to view contact information:

Chairman Norment, Senator Saslaw, Senator Marsh, Senator Howell, Senator Lucas, Senator Edwards, Senator Puller, Senator Obenshain, Senator McDougle, Senator McEachin, Senator Stuart, Senator Vogel, Senator Stanley, Senator Reeves, Senator Garrett

Virginia’s 2013 legislative session is off to a great start.  All anti-gun legislation for this session has been defeated in the committee in their chamber of origination.  However, the fight is not over.  You must remain vigilant, and continue to contact your elected officials regarding firearms related legislation.

Your NRA-ILA will be closely monitoring and tracking all legislative actions that could impact our Right to Keep and Bear Arms and hunting heritage.  Please stay tuned to www.nraila.org for further updates and opportunities to get involved.
