North Dakota: Three Additional Bills Expanding Your Second Amendment Rights Head to Governor

In a great advancement for North Dakota gun owners, three major pro-gun bills passed out of the Senate Tuesday and received concurrence votes in the House today.  The following pieces of legislation will be sent to Governor Jack Dalrymple (R) for his consideration and signature.

House Bill 1241, sponsored by state Representative Roscoe Streyle (R-3), is a concealed carry reform bill that focuses on expanding opportunities for permitted individuals. As amended, HB 1241, does the following:

  • Expands your right to carry in more areas such as musical concerts, political rallies or functions
  • Recognizes the right to carry in public rest areas and restrooms
  • Recognizes the right to carry in public parks
  • Recognizes the right to carry in stores that sell liquor
  • Allows hunters to utilize legally owned short-barreled rifles to take any game for which a rifle is allowed
  • Recognizes that class 1 and class 2 permits are equally valid in North Dakota

HB 1241 passed in the Senate by a 45-2 vote.

House Bill 1450, sponsored by state Representative Ben Koppelman (R-16), clarifies what is considered legally unloaded for rifles and handguns, and now contains a provision which allows employees and students of universities to store firearms in their vehicles while parked on campus.  HB 1450 passed in the Senate by a 39-8 vote.

House Bill 1457, sponsored by state Representative Karen Karls (R-35), would require state agencies to sell off seized, abandoned or forfeited firearms at auction if the owner cannot be located or does not reclaim the firearm and it is in safe and operable condition.  HB 1457 passed in the Senate by a 46-1 vote.

As previously reported, Senate Bill 2274, NRA’s “shall sign” legislation, has already been sent to the Governor for his consideration.  Please begin contacting Governor Jack Dalrymple (R) and politely urge him to sign House Bills 1241, 1450, 1457 and Senate Bill 2274 into law.
