Louisiana: Legislature Proudly Proclaims NRA Day! Pro-Gun Bills Progress, "Red Flag" Bill Fails, and Gun Control Legislation Introduced

The Louisiana State Legislature designated March 27th as NRA and Louisiana Shooting Association Day at the Louisiana State Capitol. Additionally, this week, numerous pro-gun bills advanced in the Senate, the anti-gun "red flag" bill failed in committee, and an additional gun control bill was introduced to restrict constitutional/permitless carry. Please see below for an update:

Pro-Gun:

SR 25/HR 54 recognized the NRA and Louisiana Shooting Association Day at the Louisiana State Capitol. This recognition is a testament to the tireless efforts of our members in Louisiana, who have worked hard to defend and protect our Second Amendment rights. The Louisiana House and Senate showcased their unwavering support by adopting SR 25/HR 54, officially designating this remarkable day. This recognition is a reminder of the vital role that the NRA and our members play in protecting our constitutional rights, including the Second Amendment. We must continue to stand together and fight for our rights, and this recognition is a powerful symbol of our determination and commitment. NRA thanks Senator Blake Miguez, Representative Neil Riser, and the Louisiana Legislature for their support, and we encourage all members to celebrate this remarkable day in honor of our Second Amendment rights. 

SB 152 makes technical changes to clarify existing statutes providing uniformity throughout state law as it pertains to carrying a concealed firearm. SB 152 passed the Senate 27-11 and has been referred to the House Administration of Criminal Justice Committee for further consideration. 

SB 214 creates a uniformity in Louisiana law regarding the carrying of concealed firearms in restaurants. SB 214 passed the Senate 27-11 and has been referred to the House Administration of Criminal Justice Committee for further consideration. 

SB 194 enhances and strengthens Louisiana's existing firearm preemption laws to ensure statewide uniformity. SB 194 expands the types of behavior political subdivisions are generally prohibited from regulating, provides standing for both individuals and organizations to seek declaratory and injunctive relief when political subdivisions are in violation, and requires political subdivisions to repeal any offending ordinances or regulations within six months of the bill's enactment. SB 194 passed the Senate Judiciary C Committee and is eligible for a vote on the Senate floor.

Anti-Gun:

SB 203 establishes the state's Office of Gun Violence Prevention. Deferred in the Senate Judiciary C Committee.

SB 256 is a "red flag" measure that grants the government the authority to confiscate a person's firearms and deny their Second Amendment rights based on third-party allegations. Failed in the Senate Judiciary C Committee.

SB 419, introduced this week by Senator Kirk Talbot (R-10), is gun control legislation that designates the entire French Quarter of New Orleans as a so-called "gun free" zone to those who do not have a concealed carry permit. This deprives law-abiding persons from being able to carry under the recently passed constitutional carry legislation. Further, the bill designates other areas as "gun free zones" throughout the state, creating a patchwork of prohibited areas, leaving law-abiding citizens with fewer options when it comes to their inherent right to self-defense.
