South Carolina: Concealed Carry Reform Bill Passes in House, Goes to Senate

On Thursday, April 23, the South Carolina House of Representatives took up H. 3025, the Right-to-Carry (RTC) Straight Recognition bill introduced by state Representative Alan Clemmons (R-107).  This NRA-supported bill would replace the current conditional reciprocity system for recognizing RTC permits issued by other states with a straight recognition standard.  In other words, any valid permit issued by another state would automatically be recognized in South Carolina.

During debate, state Representative Mike Pitts (R-14) offered an amendment that is intended to establish a Permitless Carry standard for South Carolina, so that South Carolinians who are not prohibited from possessing a firearm would be able to carry one concealed without first obtaining a permit.  This amendment passed with a strong, bipartisan vote of 80-21.  The amended bill then passed 90-18, again with bipartisan support.  H. 3025 is on the calendar for Third Reading next Tuesday, April 28.

It is unclear how this bill will fare in the Senate, especially this late in the session, but NRA will be working with pro-gun lawmakers in that chamber to ensure the best possible bill passes.  NRA is committed to the passage of H. 3025.  Please contact your state Representative and thank those who voted to protect our Right to Keep and Bear Arms. Please also contact your state Senator and urge him or her to work with NRA on Right-to-Carry reform, and to do so in as timely a fashion as the legislative process allows.
