Yesterday, the Alabama Legislature adjourned sine die from its 2021 legislative session. During this session, the Legislature passed its first meaningful pro-Second Amendment bill in over six years. This bill, Senate Bill 308, creates the option of a lifetime carry permit. Though the sheriffs tried to raise the cost from the established $200 to an exorbitant $500, NRA managed to bring it to $300, with a clause providing rebates to anyone required by their sheriff to purchase a 1-year or 5-year permit first. In most circumstances, that will bring the actual cost to $200. It is currently on Governor Kay Ivey’s desk awaiting her signature.
For the first time ever, a permitless carry bill passed an Alabama House committee. Montana, Iowa, Utah, and Tennessee already became permitless/constitutional carry states in their 2021 sessions, bringing that total to 20. Unfortunately, Alabama did not join that trend, because the House did not take action on the bill before session ended.
