Thank Your State Rep. Ben Leman for Leading the Fight to Protect Your Second Amendment Rights in the Texas Legislature This Session

Dear Texas House District 13 NRA Member:

The Texas Legislature has adjourned from its 2021 Regular Session after passing groundbreaking legislation to restore and protect your Second Amendment rights in the Lone Star State.  As a key member of the Committee on Calendars, your State Representative, Ben Leman, played a leading role in scheduling a dozen pro-gun measures to be debated and passed by the Texas House in a timely manner, helping to ensure they ultimately made it to Governor Abbott's desk for his signature.

Representative Leman co-authored and voted for House Bill 1927, NRA-backed constitutional carry legislation, this session.  HB 1927 allows law-abiding adults, 21 or older, to carry a handgun concealed or unconcealed for personal protection without paying a fee and obtaining a license from the state.  Texas' existing License To Carry law remains on the books so that residents and non-residents may continue to obtain LTCs for purposes of reciprocity and NICS-exemptions when purchasing a firearm.  Once signed, the new law will take effect on September 1.

Representative Leman also co-authored and supported House Bill 1500, which establishes that firearm and ammunition manufacturers, distributors, wholesalers, suppliers and retailers are essential businesses that shall not be prohibited by state or local officials from operating during a declared disaster or emergency.  This bill ensures that law-abiding Texans can exercise their constitutional right to purchase and own firearms during future disasters or emergencies, regardless of any statewide or local officeholder's personal politics.

Additionally, Representative Leman sponsored and passed House Bill 918, which lowers the age eligibility requirement for a License To Carry to 18, for persons who have obtained protective orders from the courts, and House Bill 4346, which prohibits a non-utility instrument granting an easement, from restricting an easement holder or his/her guest from possessing, carrying or transporting a firearm or ammunition while using the easement.

Please take a moment to thank Representative Leman for his hard work on and support for these landmark pro-Second Amendment measures in the Texas Legislature.
