Iowa: Several Pro-Gun Bills Advance Onto the Next Round of Committee Hearings

Last week, several gun-related bills were heard in committee and will advance onto the next stages of the legislative process. NRA members and Second Amendment supporters have been instrumental in ensuring that each of these bills moves one step closer to the Governor's desk.

House File 518was passed by the Public-Safety Sub-Committee and is expected to be heard in the Public-Safety Committee this week. HF 518 enhances firearms preemption in the state by providing much needed enforcement provisions to the existing statute by assigning a monetary value for the damages as a result of violations.

House File 2080 was passed in the Public Safety Committee and will head to the House floor. The bill limits the civil liability of FFLs who enter into voluntary firearm hold agreements with individuals. HF 2080 provides clarity to the existing statute for FFLs who voluntarily enter agreements to store firearms for individuals and civil liability protections for the dealers to avoid malicious lawsuits as a result of the storage. After passing out of committee the bill's new number is HF2421.

House Study Bill 675 was introduced on Wednesday and is scheduled to have a hearing in the House Public Safety Sub-committee on Monday at 12:30 pm Central Standard Time. HSB 675 would implement important school security measures to include a requirement that each high school in large school districts with students actively enrolled in grades 9-12, employ a school resource officer or private security officer, establish a grant program to assist in funding these positions and allow for school employees to carry if they obtain a profession permit to carry and complete additional training. 

House Study Bill 654 was passed out of the Natural Resources Study committee on Wednesday and is expected to be heard in the Natural Resources committee next week. HSB 654 clarifies the statute surrounding possession of firearms and handguns on ATV’s and Snowmobiles. 

House Study Bill 671, was passed by the House Commerce Committee and is expected to be heard in the Natural Resources Committee hearing this week. HSB 671 provides critical privacy protections on financial data for those purchasing firearms, firearm parts, and ammunition by prohibiting the use of firearm/ammunition specific merchant category codes throughout the state.
