On Friday, March 6th, the Oregon legislature adjourned sine die from the 2026 legislative session. The only firearms-related bill that passed this session was HB 4145 B, the Ballot Measure 114 bill moving the Implementation date to 2028.
Constitutional challenges to Ballot Measure 114 continue in court, including the NRA’s in the 9th Circuit and a state-based challenge in the Oregon State Supreme Court.
Delayed implementation of HB 4145 may be helpful in the short term, but the unconstitutional, underlying Ballot Measure 114 does nothing to address criminal misuse of firearms and escalates costs and bureaucratic red tape for law-abiding gun owners.
