Ann Brown, with only three days left as chairman of the Consumer Product Safety Commission, has scheduled a "major news conference" today, at which, industry sources say, she will start a recall of millions of Daisy air rifles. Brown`s penchant for publicity is one of her critics` chief complaints. "One of the problems has been that her goal has been to promote issues in the media, and due process has suffered as a result," said Frederick Locker, counsel to the Juvenile Product Manufacturers Ass`n.
