Decrying the cold-blooded killings of two undercover detectives on Staten Island, Gov. Pataki called on state lawmakers yesterday to pass a measure that stiffens penalties for illegal gun trafficking. Pataki argued that under current law, gun runners can get off virtually scot-free on a first conviction because the crime is considered a nonviolent felony. The penalty can be as measly as probation, he said.
