Oregon: Language Released For Gun Control Bill, Additional Hearing Scheduled

On April 2nd, the Oregon state Senate Committee on Judiciary will be holding a public hearing for Senate Bill 978.  The -1 amendment for SB 978 is an omnibus gun control package that includes numerous anti-gun provisions pulled from previously introduced legislation.  NRA members and Second Amendment supporters are encouraged to attend the public hearing to oppose SB 978.  Information may be found here and below.

Please contact committee members and urge them to OPPOSE SB 978.


Senate Bill 978 -1 Amendment would:

  • Legalize age discrimination for firearm dealers to allow them to refuse service to young adults for no reason other than being under the age of 21.
  • Contain language from the failed Initiative Petition 44 to impose a one-size-fits-all government solution for firearm storage and require them to be made unavailable for self-defense.
  • Further victimize gun owners who have suffered a loss or theft of their property with criminal penalties if they fail to follow certain requirements when reporting them.
  • Severely restrict minors from using firearms for lawful purposes such as hunting.
  • End the centuries old practice of home manufacturing firearms for lawful, personal use.
  • Allow local governments to create “gun-free zones” in public buildings, colleges, and airports where law-abiding citizens are disarmed and left defenseless against criminals who ignore such arbitrary boundaries
  • Increase the fee to apply for a Concealed Handgun License.

Public testimony before the committee will be limited to 2 minutes per person.  If you would like to testify, please sign up outside Hearing Room 50 beginning at 7:30 AM.  Individuals who do not wish to testify do not need to sign up.  If you are unable to testify in person, please submit written testimony for the committee meeting record to sjud.exhibits@oregonlegislature.gov.

In addition, the Oregon state House Committee on Judiciary will also be holding a public hearing on April 2nd at 1:00PM for House Bill 2013 to expand the suspension of Second Amendment rights without due process.  They will also vote on House Bills 2505 and 3329 without a hearing for subsequent referral to the House Rules Committee.  If you would like to attend the hearing, information may be found here and below.  Please contact committee members and urge them to OPPOSE House Bills 2013, 2505, and 3329.


House Bill 2013, sponsored by Representative Jennifer Williamson (D-36), would automatically strip Second Amendment rights without due process from the respondents of certain protective orders if they do not request a hearing or withdraw their request before a hearing takes place.  Respondents would be required to surrender firearms to law-enforcement, licensed firearm dealers, or a qualified third party.

Public testimony before the committee will be limited to 2 minutes per person.  If you would like to testify, please sign up outside Hearing Room D beginning at 12:30 PM.  Individuals who do not wish to testify do not need to sign up.  If you are unable to testify in person, please submit written testimony for the committee meeting record to hjud.exhibits@oregonlegislature.gov.

House Bill 2505, sponsored by Representative Barbara Smith Warner (D-45), includes language from the failed Initiative Petition 44 of 2018.  It would restrict the right to self-defense by imposing a one-size-fits-all requirement for the storage of firearms.

House Bill 3329, sponsored by Rep. Williamson, would allow firearm businesses to discriminate against and refuse purchases, repairs, or services to young adults under the age of 21.
