HB 3320, the so-called “Responsibility in Firearm Legislation (RIFL) Act,” would require all firearm importers, distributors, and large manufacturers to obtain a license to sell firearms in Illinois. It mandates that total annual licensing fees for all manufacturers equal the “public health costs and financial burdens” caused by firearm injuries—capping first-year fees at a staggering $821 million. The bill also prohibits firearm retailers from selling products from unlicensed manufacturers and imposes civil penalties of $1 million per month for violations.
