| For weeks, we have been reporting on how a long-dormant State Department rule change is suddenly being enforced to the detriment of Americans trying to travel lawfully overseas with firearms. In brief, exports of rifles and handguns generally require a license from the State Department. Nevertheless, an exemption has long applied for U.S. persons who temporarily export up to three firearms and 1,000 rounds of ammunition. This allows hunters, sportsmen, and industry employees to travel overseas with firearms for legal purposes, subject to the laws of the destination countries. | |

| To say that the agenda-driven media often attempts to portray NRA and gun owners in a negative light is an understatement. Some ignorant writers and political commentators try to label NRA as extremists; or worse. Others claim that gun owners exercising their right to carry will resurrect the "Old West" and that laws recognizing this right "seem almost designed to encourage violence." The actions of NRA members and gun owners across America prove these bigoted opinions wrong on a daily basis. However, the disparity between the anti-gun fever dream and reality is at its most acute each year when NRA members and gun owners gather for the NRA Annual Meetings. | |

| LEGAL & LEGISLATION NEWS Brady Center's Attorneys Withdraw from Case Under Cloud of Ethical Lapses | |
| Earlier this week, the Brady Center's Legal Action Project attorneys Jonathan Lowy and Alla Lefkowitz withdrew from a Wisconsin lawsuit after inadmissible evidence was published on Brady’s website in violation of Wisconsin’s rules of professional conduct concerning trial publicity. According to an article on the Journal Sentinel's website, Milwaukee County Judge Jeffrey Conen may have given Lowy and Lefkowitz the benefit of the doubt when he said, “I don't how things are practiced in Washington, D.C., or New York or anywhere else, but out here in the Midwest we have certain rules.” Judge Conen’s reference to Washington, D.C. and New York was likely due to those being the jurisdictions of Lowy’s and Lefkowitz’s bar membership, respectively. | |

| LEGAL & LEGISLATION NEWS D.C. Shifts from Defending Total Ban on Carrying Firearms, to Defense of Near-Total Ban | |
| On April 2, the United States Court of Appeals for the District of Columbia Circuit granted D.C.’s motion to voluntarily dismiss an appeal of the ruling that held the District’s ban on carrying a firearm outside the home for self-defense was unconstitutional. The District’s decision not to continue the appeal ends one of the last outright bans on carrying firearms in the United States. While this marks the end of the District’s total ban, those wishing to lawfully carry firearms in D.C. still have a long way to go before all law-abiding individuals have a legal means of exercising their right to bear arms in the District. Shortly after the ban was held unconstitutional last July, the D.C. council adopted a temporary law that makes it all but impossible to get a license to carry a concealed pistol. A nearly identical version of that temporary law is still in effect, and a permanent version is under review by Congress and set to become law on May 30. | |
