As 64-year-old Phillip Dubbs returned to his home in Indianapolis, Ind., he noticed his door had been kicked in. Armed with his .40-caliber pistol, Dubbs searched the house and found burglar Bryan Tuggle in a bedroom. Fearing for his safety, Dubbs fired a shot which struck Tuggle in the chest, then retrieved a phone and called 911. Tuggle was taken to a local hospital and listed in critical condition. Earlier in the year Dubbs' home had been burglarized, at which point he vowed not to be a victim again and obtained his Right-to-Carry permit. Dubbs’ neighbors were supportive of his actions with neighbor James Norwood remarking, “He did the same thing I would do or anybody else would do. It's human, you've got to protect yourself and your family.” Police agreed with Lt. Kevin Kelly stating, “It does appear to be a legitimate case of self defense.”
