Kansas: New Gun Control Bills Introduced as Pro-Gun Constitutional Amendment Stalls

Gun control advocates in Kansas introduced four new anti-gun bills which have all been referred to the Senate Committee on Federal and State Affairs. Meanwhile, in the same committee SCR 1618 which would amend section 4 of the Kansas bill of rights to recognize the right to bear arms as a fundamental right has stalled. Anti-Gun Legislation

SB 548 repeals constitutional carry in the state and exempts colleges and universities from the public buildings requirements under the personal and family protection act. Constitutional carry has been implemented by 29 states as of today and those states are safer because of it.

SB 549 would mandate universal background checks for all firearm transfers. Background checks have been federally mandated for years and according to the Department of Justice (DOJ), 77 percent of criminals in state prison for firearm crimes get firearms through theft, on the black market, from a drug dealer or “on the street,” or from family members and friends, while less than one percent get firearms from dealers or non-dealers at gun shows.

SB 550 prohibits persons under 21 years of age from purchasing and possessing semiautomatic rifles with “high capacity” ammunition magazines. Just because a person is below the age of 21 does not mean they should have their rights taken away from them. Again, the studies show that bans on so called “assault weapons” do nothing to reduce violence.

SB 551 creates the crime of unlawful storage of a firearm and providing criminal penalties for violations thereof. NRA supports storing firearms in a responsible manner. NRA’s gun safety rules include “store guns so they are not accessible to unauthorized persons,” and NRA materials offer suggestions on how a person might accomplish that. NRA does not support top-down on-size-fits-all government mandates on how to store firearms. As NRA’s safety materials explain, “Many factors must be considered when deciding where and how to store guns. A person's particular situation will be a major part of the consideration.”
