Important Self-Defense Bills Progressing through Arkansas State Legislature

Monday, March 20, 2017

Last week, the Arkansas Senate passed Senate Bill 37, a bill which would prohibit employers from banning lawfully possessed handguns in the vehicles of employees with valid Concealed Handgun Carry Licenses (CHCL).  Introduced by state Senator Alan Clark (R-13), SB 37 passed with a 24-7 vote.  This bill is now in the House Judiciary Committee where it awaits consideration.

SB 37 would establish that employers shall not prohibit employees with a valid CHCL from storing a handgun in their personal vehicle while parked on company property.  It would also establish a civil action for violations of this restriction.  Finally, SB 37 would provide civil immunity for employers in the case of damages, injuries, or death resulting from or arising out of an employee's or another person’s actions involving a handgun transported or stored under the parameters of this law.

Additionally, House Bill 1899, introduced by state Representative Mary Bentley (R-73), may be considered in the House Judiciary Committee as early as tomorrow, March 21.  HB 1899 would establish an expedited, temporary CHCL for domestic violence victims who have applied for an order of protection against their abusers.  Following a background check, the Department of Arkansas State Police will issue CHCLs that are valid for 45 days.  Prior to the expiration of the 45-day temporary license, the temporary licensee must satisfy the regular concealed carry training requirements to become eligible for a standard five-year CHCL.  Please contact members of the House Judiciary Committee and urge them to support this personal protection legislation for victims of domestic violence.  Click the “Take Action” button below to contact members of the House Judiciary Committee!
