This week was a productive week in Topeka, with several pro-gun bills advancing in the legislature. The House Federal & State Affairs committee held hearings on HCR 5006 and HB 2104, and both bills could be scheduled for a vote at any time. On the Senate side, the Senate Committee on Assessment & Taxation has scheduled a hearing for Senate Bill 74, regarding a tax credit for secure storage devices, which will be held on Thursday, February 13th.

HCR 5006 is a proposed amendment to the state constitution's bill of rights to codify that the Right to Bear Arms extends to ammunition and firearm accessories, and any restriction of either would be subject to strict scrutiny.
HB 2104 standardizes firearms safety education in schools.
SB 74 creates an income tax credit for the purchase of secured firearm and ammunition storage devices.
In addition, HB 2052 was passed out of committee, and will now advance to the full House floor. HB 2052 allows individuals to update their provisional license to a standard license upon reaching the age of 21. Under current law, these individuals are ineligible to transition to a standard concealed carry license upon turning 21 until their four-year provisional license expires.
